If no effective measures were introduced and carried out immediately, there will be more and more people who suffer from this bad situation.
I, as a college student, am convinced that it is of great necessity for the authorities to take some effective and immediate measures to control the worsening situation, such as effective supervision and harsh punishment. Moreover, I suggest that the government should change and improve the development strategy of national industry to make us live in a beautiful and clean environment.

The chart above clearly reveals/depicts the sharp increase of the number of foreign students in China and Chinese students studying abroad. According to the chart, the number of foreign students in China has sharply increased from 160,000 in 2006 to 260,000 in 2010, and the number of Chinese students studying abroad has also dramatically risen during the same period, from 140,000 in 2006 to more than 280,000 in 2010.There is no doubt that great changes have taken place in terms of education exchange between China and other countries.
There are many reasons which could explain this case very well. As for me, I consider the following as the typical ones. In the first place, with the fast development of economy in China, more and more people could afford to study abroad, and at the same time the rapidly-developing China also have attracted more and more foreigners to continue their study in China. In the second place, China and other countries advocate and encourage their students to study abroad. For example, in 2015, President Xi visited the USA and agreed to send 50,000 students to study in the USA in the near future. Finally, there is no denying that more and more individuals, both in China and other countries, are willing to continue their study and know about more about other cultures and civilizations.
Taking all the factors into consideration, it could be safely concluded that the situation in the chart is normal and positive and would do more good to both China and foreign countries. Consequently, it is no need for us to worry about this and it is necessary for us to encourage more students to study abroad.
